This is one of the most difficult areas of impact to measure due to differences bettween the absulote damage a particular chemical can do (hazard) and the actual likely exposures to that chemical (risk). One possible definition comes frome the EPA's work on a standard called
TRACI . The following is a very brief summary.

Chemical Impacts related to Humans are can be divided into three areas (EPA TRACI Framework):
Human Health: Criteria Air Pollutants - These would be items regulated by the clean air act such as particulate matter and ozone.
Human Health: Cancer - These would be chemical emissions linked to cancer in humans such as benzene.
Human Health: Noncancer - These would be chemical emissions linked toxicological effect in humans such as toluene.
